What is the function of this respirator mask?

There are a number of different filters that fit this respirator mask. That many of them would be fine for concrete work.

Can I use that respirator mask without filters for spray painting?

You can't use this respirator without filters, as it would be the same thing as not wearing a respirator at all.

I find it extremely difficult to match up the pieces to put it together. I watched all of the videos but they didn't help. What can I do?

Just remember that the filters will line up and they always turn clockwise. So the one for the right side of your face will start pointing down. Press against the mask firmly and twist clockwise very firmly. On the filet for your left side will be pointed up before you line it up. Then turn clockwise 90⁰ firmly. I wasn't pressing in and twisting firmly enough at first. Doubt you would break it.
