My ultra lights are 4'6" long and I have a 7' bass rod. All spinners. Would this be able to accomodate all those rod lengths?

Yes . Simply mount them in a slight V formation with the narrower side placed for the shortest rod and you should be fine.

Does it come with 2 strips or one

Hi,, It comes with both ,2, straps and all hardware for mounting. REALLY EASY to install,, just a Phillips screwdriver is all you will need

will it work on a garage door?

Since a garage door has to roll up and curves around as it is coming down/going up I would say not. My husband installed his partially on the ceiling and part coming down the wall.

Are the loops large enough for all rod grips like ugly stick jigging rods and offshore rods?

Yes the loops will handle about any size handle. I have a set up for my Salt rods trolling to bottom rigs, a set for my fresh water rods from bass to brim. I even have a set in my out building for rakes, shovels and stuff like that.
