I agree that you can buy this exact-sized package of Bounty quilted napkins, 200-ct, at Walmart for less than $3. I couldn't believe the $6.99 price on Amazon.

If 200ct Bounty napkins are $3.54, why is 400ct $14?

First of all, I don't see the price of $3.54 for 200ct, but by the price I'm guessing it's one of two things. Either (1) it's an add-on item, which means you have to purchase at least $25 worth of stuff sold/shipped by Amazon to qualify, or (2) it's a 3rd party seller who jacks up the shipping cost. I do see (right now) a 400ct pack for $5.47 but that's through Prime Pantry, where different rule apply for shipping.
